1.  Problem started with trying to uninstall ESET antivirus.  Error message says that C:\Program Files\Registry Mechanic\Data\map.ddat; C:\Program Files\Registry mechanic\DAta\values.dat; and C':\Program Files\Registry mechanic\Data\keys.dat is missing and
need to reinstall.  Don't know how to do this.  With this issue, ESET said to uninstall in safe mode.
2. For safe mode,  per F1 Windows help, instructions say to "shut down", select "restart and then chose "safe mode".  I have "turn off computer" but not "shut down" and do not have any options to select safe mode.  I tried several times to restart computer
and tapping F8 to open in safe mode.  It does not work.  Per Windows, a virus may be preventing this from working?   I don't know how to fix.
3.  Tried to uninstall Reg Edit (don't know where this came from).  Error message say unistall file is missing.  Don't know what to do.
Please help.  I have no antivirus protection at the moment.  Your help would be greatly appreciated.

The error messages reference Registry Mechanic which has nothing to do with ESET antivirus/security products.
Using a registry "cleaner" like Registry Mechanic probably damaged your computer.
I'm not sure why you are trying to uninstall NOD32, but to get
into Safe Mode you need to turn off your computer and then restart it.
As the computer is restarting, repeatedly tap the F8 key.
This will get you to the diagnostic menu where you can use your arrow key to choose Safe Mode.
I don't know what you mean by "Reg Edit" either but my guess is that your computer is infected and you or someone else using the computer installed all kinds of registry cleaners/optimizers garbage in a vain attempt to get it fixed.
Uninstall of these programs
and do thorough scans for malware.

Do not skip the preparatory work.

are skilled at removing malware and even if they are, your computer may be so infested that Windows will need to be clean-installed.
If possible, have all your data backed up before you take the machine into a shop.
The alternative is to back up your data and do a clean install/factory restore of Windows.
